Bylaws change: Add a missing ‘e’ to our complaints process

A typo was noticed and fixed within our bylaws. Due to the fact that this is a change to our bylaws, it requires an MGM topic and a vote

Full diff of the changes 

"Investigation" is mis-spelled and adding the extra e to correct it
forces a reflow of that section.
