Do we want to adopt the current draft of internal policy?
The November 2025 MGM agreed (as part of a discussion about ban automation) that it would be beneficial to have an internal document which records staff consensus on when elevated privileges may be used and what the internal transparency requirements for them are. This document would help consolidate generally accepted practices that were previously scattered across emails, meeting minutes, internal documentation, and training. A draft was made soon after, but never formally adopted.
The meeting agreed that substantial changes to this document should require meetings to approve. A few last-minute changes were also proposed and approved. Afterwards, the meeting voted unanimously to adopt this document.
Should we enable bot mode?
While the previous meeting generally agreed that requiring LLM-enabled bots to use bot mode was desirable, the decision to amend policy to that effect was deferred. Therefore, there wasn’t adequate formal consensus to support bot mode on Libera.Chat.
Solanum’s implementation of bot mode is split into three modules: one that provides the mode itself, one that prevents the mode from being changed while joined to channels, and one that adds a channel mode that prevents clients with bot mode enabled from joining without an invite/invex or speaking without voice/ops. The stated advantage of loading all three is that it is self-evident that a bot is permitted in a channel if both the client and the channel have their respective bot-related modes set.
The meeting reaffirmed that bot mode can be useful to have from a policy standpoint, which wasn’t the case during the July 2024 meeting which first discussed bot mode. The meeting ultimately voted unanimously to load all three modules. However, as some recent attempted IRCv3 feature deployments faced unexpected issues, the meeting agreed that the modules would be tested further before being loaded on the whole network.
